Olweus Information Definition of Bullying: Bullying is when someone repeatedly and on purpose says or does mean or hurtful things to another person who has a hard time defending himself or herself.

[9] The success of the program led to a government-led initiative to implement the intervention (which would become known as the Olweus Bullying Prevention Program [OBPP]) throughout all Norwegian elementary and junior high schools.
